Burns & Wilcox Promotes Tom Carvalho to Regional Vice President
Carvalho to Lead Burns & Wilcox Operations Across the Pacific Northwest and Northern California
FARMINGTON HILLS, MICH. (September 3, 2026) — Burns & Wilcox, a globally recognized leader in wholesale insurance brokerage and underwriting, today announced the promotion of Tom Carvalho to Regional Vice President, effective October 1.
In his new role, Carvalho will oversee Burns & Wilcox operations in Portland, Seattle, San Francisco, Sacramento and Fresno. He will report to Rich Gobler, Executive Vice President, Western United States.
Carvalho joined Burns & Wilcox in 2011 as a producer and has held increasingly senior leadership roles throughout his career of more than 15 years, including serving as Managing Director of San Francisco since 2024. Carvalho will focus on accelerating growth and strengthening the presence of Burns & Wilcox across the region.

The Pacific Northwest represents a significant growth opportunity for Burns & Wilcox, and Carvalho will work closely with local leadership to deepen relationships with retail brokers, strengthen business unit capabilities and identify new opportunities across Portland and Seattle. In California, he will provide leadership to the San Francisco, Sacramento and Fresno offices, supporting continued growth and greater local market expertise.
